Create a risk-based regression test plan.

Inputs:

Map the change to direct dependencies, shared state, permissions, data migrations, integrations, and nearby user journeys. Rank each risk by impact and likelihood using only the supplied evidence.

Return:
1. Change impact map
2. Must-run tests with reasons
3. Targeted exploratory checks
4. Integration and data checks
5. Tests safe to defer, with rationale
6. Rollback and post-release signals
7. Unknowns that could change the plan

Every test must state the setup, action, and expected observation. Do not call a test passed unless results were provided.
